Why is choosing your opponent not part of the cost for Safety Inspector? Does the effect go on the chain as soon as the card is played?
I have Viktor, Innovator and Safety Inspector in base. On opponent's turn I Portal Rescue targeting Safety Inspector, banishing and replaying it. Does Inspector's play effect resolve after Viktor's triggers, letting me kill the recruit from Viktor?
