Is choosing an opponent part of Safety Inspector's cost?

Why is choosing your opponent not part of the cost for Safety Inspector? Does the effect go on the chain as soon as the card is played?

Choosing a player is never a cost. Safety Inspector's effect becomes pending immediately when it is played. You choose which opponent to target in order to finalize it on the chain, then on resolution you choose whether to pay 2 XP after seeing their hand.
