Ruin Runner cannot be chosen by enemy spells or abilities, but I was told Whirlwind can still affect it. How is that possible? Also, what exactly does King's Edict do?

Baron Nashor cannot be chosen by enemy spells and abilities. Whirlwind makes each player choose a unit to discard on resolution rather than targeting on finalization. If my opponent casts Whirlwind, can I still be forced to discard Baron Nashor?
I have seen guides recommend Whirlwind against Irelia and Ornn. Does it bypass Deflect and Not So Fast! because it does not target? How does Whirlwind work against Deflect and Not So Fast!?
