Can Whirlwind affect Ruin Runner, and how does King's Edict work?

Whirlwind does not target, because it instructs more than one player to make choices — the same reason Cull the Weak and King's Edict also work on Ruin Runner. King's Edict makes each of your opponents pick a unique unit you do not control, and that unit dies. In a 1v1 game it effectively works like a one-sided Cull the Weak.
