I have seen guides recommend Whirlwind against Irelia and Ornn. Does it bypass Deflect and Not So Fast! because it does not target?

Like Cull the Weak, Whirlwind does not target, so it avoids Deflect and Not So Fast!. Each player chooses at resolution whether to discard.
