Does LeBlanc's reflexive trigger require a target to finalize?

Does LeBlanc's reflexive trigger target when copying a unit, or do you select on resolution? If the only other unit is Gusted in response to the legend trigger, does the Reflection still get Temporary? Can I play Vi in response to Gust to copy her instead?

LeBlanc's reflexive trigger requires choosing a target when finalizing the reflexive trigger. Mirror Image works differently. If no valid target exists when the reflexive trigger would finalize, the whole reflexive trigger fails and the Reflection is not Temporary. You choose the copy target in the window after the token is created — if the opponent Gusts after you chose, you cannot retarget to Vi.
