Does LeBlanc's reflexive trigger require a target to finalize?

Does LeBlanc's reflexive trigger target when copying a unit, or do you select on resolution? If the only other unit is Gusted in response to the legend trigger, does the Reflection still get Temporary? Can I play Vi in response to Gust to copy her instead?

With Fox-Fire, does the targeted group need total Might 4 exactly?

Can Fox-Fire kill any number of small units as long as each is 4 or less, or does the entire selected group have to total 4 Might? Also, what if reactions change that Might total later?
