Can Repulse counter Alpha Strike after some targets move away?

I play Alpha Strike targeting several enemy units. My opponent uses Flash to move some of them away. Can they then play Repulse because fewer targets are still legal?

Usually no. The targeting relationship remains while the targeted game objects stay on the board, even if they no longer satisfy the targeting restrictions. Repulse cares that Alpha Strike is still choosing those units.
