Can I Tactical Retreat then Sacrifice the same unit?

Can I respond with Tactical Retreat and then Sacrifice on the same unit, or must Sacrifice's kill happen before I can Tactical Retreat?

Not in that order. Sacrifice kills as an additional cost before you can react with Tactical Retreat. However, replacing death with Tactical Retreat still pays Sacrifice's cost — play Tactical Retreat first, let it fully resolve, then Sacrifice. Both are reaction speed.
