Does Elder Dragon still kill Star-Crossed targets?

If Elder Dragon is Star-Crossed back to hand before its When You Play Me ability resolves, does it still kill units it targeted?

If one target is returned to hand, does the other still take damage?

If Elder Dragon is not on the board, his passive is inactive. His When You Play Me still resolves for 1 normal damage to targets unless they moved, but only kills 1-Might or less. If a target is returned to hand it takes no damage because it is not on the board.
