Can an ability that kills Ornn's Forge as a cost recycle Ornn's Forge itself from the trash?

No. Ornn's Forge is not in the trash yet when you choose targets 'from trashes' — targets are chosen before costs like killing Forge are paid, so it is still on the battlefield at that point. There is also a rule against a spell targeting itself (rule 355.9.c).
