Does Falling Star on a Deflect unit for 6 damage require paying Deflect twice?

If I use Falling Star on a unit with Deflect and choose that unit twice to deal 6 damage, do I have to recycle power for Deflect each time I choose it?

Yes. You are choosing that unit twice, and Deflect is a cost you pay each time you choose or target a unit with Deflect.
