How does Hwei's move trigger chain structure work?

Moving Hwei creates a trigger on the chain. When that trigger resolves, you draw 1, discard 1, and put another trigger on the chain based on what you discarded. There is only ever one chain — it is the same chain with a new item on top, not a separate chain. You can respond after each item is added.
