Can Punch First start a new chain before Wages of Pain and Stupefy resolve?

There is only ever one chain, and it must fully resolve before an Action-speed effect can begin a new chain. Reaction-speed effects can be added after individual chain items resolve, but it is still the same chain. Punch First could not be used until after the unit dies, assuming the opponent had no reactions.
