Against Ornn with double Svellsongur, is Deflect payment mandatory for Star Crossed to be played?

Ornn has two Svellsongur and is targeted by Star Crossed. If Ornn is the only legal target at that battlefield, can the caster decline Deflect and still put Star Crossed on the chain by choosing only another unit, or must Deflect be paid for legality?
