Does Flurry of Blades kill all units when both players have Elder Dragon?

Both players control Elder Dragon. An opponent activates Flurry of Blades on a battlefield with multiple units.

Do all units on battlefields die from the Flurry ping?

Elder Dragon means any amount of your damage is enough to kill enemy units, so the Flurry ping could kill your units. It would not trigger lethal on their units unless they had 1 Might or were already damaged.
