Can I order Zhonya's Hourglass and Soraka's replacement effects when Ruination kills multiple units?

Yes. Each replacement can apply because the units are not changing locations and Soraka's passive still covers other units at base. When multiple replacement effects apply simultaneously, you must choose the order in which to apply them.
