Does Targon's Peak still channel runes if I turn it into a Brush?

Yes. Targon's Peak and Ivern trigger at the same time and you choose the order, but even if Ivern resolves first the Peak trigger is already on the chain and will resolve. Permanent abilities are independent of the permanent — Zaun Warrens works the same way.
