Can I respond to Forgefire Cape with an Action?

You can never respond with an Action — Actions only start chains, never add to existing ones; you need Reaction speed. Forgefire Cape goes on the chain when the equipped unit becomes an attacker or defender at the start of a Combat Showdown.
