If Nocturne is seen, can I still pay 1 rune to recycle him?

I reveal Nocturne, Horrifying and he is seen by the opponent. Can I still pay 1 rune to use his recycle text, or does being seen prevent that recycle option?

Yes. If Nocturne's recycle condition is met, you may still pay 1 rune to recycle him even after he is seen.
