If my opponent reacts by revealing Blastcone Fae after I play Cull the Weak, can they choose that newly revealed unit to die, or was the choice locked when Cull was cast?

Cull the Weak does not pre-lock a specific unit target at cast time. The relevant choice is made on resolution, so newly available legal units can be chosen then.
