Can players use Actions in response to Snapvine's trigger?

When Snapvine's play trigger is on the chain, can players respond with Actions to buff/shrink units, or are only Reactions legal while the chain is active?

Only Reactions are legal while that chain is active. Actions require an empty chain/action window and cannot be inserted there.
