Is Gust legal against Wielder of Water moving into combat without a chain?

Can an opponent react with Gust when Wielder of Water moves to a contested battlefield and would gain Might passively, or is there no reaction window unless a move-triggered chain exists?

Without a chain being created, you cannot react to the move itself. So in the described case that Gust play is invalid unless some move-triggered effect created a legal reaction window first.
