When does Deflect cost apply if Fiora gains Deflect mid-chain?

Deflect only matters when targets are chosen/finalized. If Fiora did not have Deflect when the spell or trigger selected her, no extra Deflect cost is retroactively required. For reflexive triggers, if she gains Deflect before those targets are chosen, Deflect can apply then.
